About FHCO
Fair Housing Council of Oregon (FHCO) is a statewide civil rights organization, and our mission is to eliminate illegal housing discrimination and ensure equal access to housing choice through education and enforcement of fair housing law. Since 1990, we have promoted equal access to housing statewide by providing education, outreach, technical assistance, and enforcement regarding federal, state, and local fair housing laws.
Through our hotline and fair housing testing programs, we help advocate for those experiencing housing discrimination. We are the only organization in the state that educates both housing providers and tenants about their rights and responsibilities under the Fair Housing Act. As part of our strategic plan to increase outreach statewide, we continue to deepen our involvement in rural communities by forming local advocacy committees that work to address discrimination occurring within their communities.
As a civil rights organization, we facilitate presentations focused on institutionalized racism and historical harm through a fair housing lens and educate government officials on how to use public policy to remedy harm. We also advocate to jurisdictions across the state for development of housing that meets the needs of all community members.
FHCO is also part of the Oregon Housing Alliance network, whose members include local and statewide organizations working to identify housing-related issues and help formulate and support equitable legislation at the state level that promotes equal access to housing and supports our state’s most vulnerable residents.
Our vision is that everyone in Oregon can live wherever they’d like to live, free from discrimination.
